Export earnings rarely top $20 million and: import and debt service costs are over $100 million. Donors, however, have largely trozen support since 1991 because of Guinea-Bissau's World Bank arears. Although now virtually bankarupt, the goverment has pushed ahead with economic reforms begun in the mid-1980s in the hope ofrestoring aid credits. The infrastructure, education andhealth- care are the main targets of project aid.
